"This (proposed rules on collection of baseline water quality information before prospecting) results in an obvious 'Catch-22' which would be fatal to any serious potential in situ recovery project." - August 6, 2010 Powertech response submitted to the Colorado Mined Land Reclamation Board before the board's August 12 approval of the rules.
